I have seen these NOS kits floating around. Guy offered me a NOS kit still in box for $40. In hindsight maybe I should have bought it and put it on my shelf for a crazy day when I wanted a cow catcher.

The $40 prices sounds good for NOS. Man, if anything took away from the look of a car it was these. However, I bet they worked well to bump chubby pedestrians out of the way.

Weren't those on one of the cars on ebay linked in the FS section recently? maybe on a Hash? They are pretty serious parts, it would take a real man to bolt those on.
Concerning the foglights, They look pretty good under the headlights on the fender fronts, I'd still be concerned about drilling the tin, but when the cars were new, no big deal, they would have just broke out the hole shooter. Those things are heavy enough that you can't half assed build a bracket either, they will vibrate and bust a lightweight one.

Those monsters do show up on cars from time to time. You're more likely to see them on a real Hudson as opposed to a Hash.
Indeed, the design of the earlier Stepdowns did lend itself to bolting the fog/driving lights to either side of the grill. Although it looks good, I'd never do that. In order to mount these lights and keep them from shaking around, and giving poor lighting before the filaments break, you'd have to use a bracket like the ugly cast metal ones used with those that had the bottom stud mount. Then, mount them to the bumper. I've seen so many DIY variations of mounting these, and most suck.

I haven't seen many Stepdowns without fog lights seemed to be a standard install so everyone had them.

I think most of our cars received fog/driving lights while in the hands of collectors.

This was a big push item from Hudson. I have lots of memo's about pushing fog lamps. The fog lamps on my car were put on in 51 and I think most were done at time of purchase. It was extra light on those none lit streets.

They were probably more popular with people living in the country as opposed to city folk.
