Yes I have the originals on my car they are the front inner wheel well mud flaps if I am not mistaken.

Are these supposed to be factory installed splash shields or accessory mud flaps?

Yes they are installed at the rear lower part of the front fender wells. My factory originals are still they a little beaten but still working.
